John Gaskell has over twenty-nine years experience in the planning profession, ranging across development assessment, strategic planning and planning expert roles. He has led the planning approval process for numerous complex development applications to achieve design excellence and an approval by the relevant authorities.
John has also authored and project managed the preparation of planning schemes, peer reviews of planning schemes, preparation of policy reports and preparation of local plans. His ten years of local government experience provides an excellent basis for many planning projects that require a thorough knowledge of local government planning needs. John’s planning expertise is highly regarded by local Councils and the Queensland State Government.
John’s planning expertise is also sought after in the Planning and Environment and Land Court to provide expert planning witness services. John’s standing in the planning profession was recognised in 2015 by the Planning Institute of Australia’s elevation of John’s membership to Fellow.
Joanna is an experienced Planner with expertise in local area and strategic planning, development assessment, providing evidence in the Planning and Environment Court, project management, policy development and planning scheme drafting, and community consultation. This expertise has been gained through approximately twenty-three years of professional employment in local government and private practice.
One of her strengths is her project management skills, managing large projects and input from a range of specialists to achieve design excellence and good planning outcomes, and the requirements of the project brief and budget. Joanna has managed multi-disciplinary teams and projects in Brisbane City Council (Local Planning and Development Assessment), and a range of large multi disciplinary teams for major consultancy projects and complex development applications in her employment at John Gaskell Planning Consultants.
Helen Caswell is a very experienced planner with urban design skills and expertise who has worked for over eighteen years at both the State and Local government level in Queensland. Helen has worked on a broad spectrum of projects ranging from individual sites to regional planning scale. Helen has also led and been a member of multi-disciplinary teams responsible for the delivery of capital public works projects in Brisbane such as the RiverWalk on-land components and Suburban Centre Improvement Projects.
Helen’s strengths include policy and local plan formulation, master planning, site planning, design review, community consultation and stakeholder negotiation. Helen’s recent experience includes inputs and edits of the Brisbane City Plan 2014. Not only does Helen have an excellent knowledge base in planning and urban design, but Helen also understands the drivers and practicalities of the development and building process. Helen is focused on delivering high quality, practical and cost effective solutions.
Jen Wheeler is a Principal Planner in our office with around twelve years experience in town planning and development in Queensland and England. Jen has undertaken a broad spectrum of projects (including small to large scale developments) and has worked with a range of clients such as Local and State governments, private sector, and non-for profit organisations.
Jen has experience in the preparation and management of development applications, provision of town planning advice (including due diligence work and feasibility studies), preparation of submissions on various planning documents and development applications, preparation and review of planning schemes and policies, and the preparation of Retail Impact Assessments and Statements.
Jen has strong skills in interpreting and applying planning schemes and legislation, and excellent communication and project management skills.
Stacey Mills is a Planner in our office with around four years experience. Stacey graduated from the University of the Sunshine Coast in 2014 with first class honours. Stacey has previously worked in both local government and consulting in Queensland gathering a well-rounded understanding of strategic and statutory planning across Greater Brisbane and regional Queensland. Stacey’s planning experience includes development assessment of a range of development applications (varying in both use and complexity), strategic and master planning, community consultation, planning scheme implementation, and responding to planning enquiries from a range of stakeholders. Stacey has an excellent understanding of the Planning Act 2016 and local government planning schemes.
Stacey also has experience working interstate, having worked for twelve months in South Australia as the Planning and Project Coordinator for the former Royal Adelaide Hospital (a significant redevelopment project for South Australian Government).
Dirk van der Kamp
Dirk van der Kamp is a Planner in our office with approximately four years working experience. Dirk is a highly driven and passionate town planner with a strong interest in facilitating the right types of development suitable for sites. During his studies, Dirk was employed in local government and gained a wide array of experience in strategic planning and development assessment and upon graduation was employed with Moreton Bay Regional Council. Dirk’s ability to work collaboratively is demonstrated through his skill set to forge strong working partnerships with members of his team and clientele base. Dirk also holds a position on the committee for the Queensland Young Planners – Planning Institute of Australia.
Lauren Higgins is a Planner in our office with around two years experience. Lauren graduated from the Queensland University of Technology with a bachelor of Urban Development, majoring in Urban and Regional Planning. Lauren was previously employed by the Department of Infrastructure, Local Government and Planning as a Planning Officer for the State Assessment and Referral Agency. Within this role, Lauren assessed development applications that involved a state interest, facilitated pre-lodgement meetings, liaised with other state agencies, industry and local governments to coordinate timely referral agency responses, prepared high level ministerial briefing notes and addressed general enquires from members of the public. Lauren has also developed a thorough understanding of Queensland’s planning legislation, policies and regulations.
